Sigurd Heier has over 30 years of experience from the Armed Forces, with leadership experience at many levels, including as a colonel responsible for the Armed Forces’ communications infrastructure and operational IT deliveries. He has served in several international operations and has held strategic roles in the Ministry of Defence, Bane NOR and the Norwegian Directorate for Civil Protection (DSB). At DSB, Heier was department director responsible for Emergency and Preparedness Communications (the Emergency Network), and for a period (2 years) he was also head of the Civil Defence, with responsibility for the country’s 20 Civil Defence districts and competence centre.
Sigurd has solid and broad leadership experience from large and complex organisations and projects, spanning both military and civilian sectors. His strategic roles have strengthened his expertise in the governance and organisation of IT operations, crisis management, security and total-defence work. He has strong expertise in major public procurement and tender processes, as well as in the management of strategic partners. His broad experience from public administration, which includes responsibility for property, buildings and facilities, has been decisive in many of his roles. In addition, Sigurd has operational experience from operations and from preparedness and crisis leadership, both nationally and internationally. He has total-defence, preparedness and security expertise.
